there is no practical difference. as someone going their way on the street, you have no way to figure out what is happening with the recording the camera takes. you cannot determine if its processed locally, uploaded right to a data broker, or if it is stored locally temporarily for it to be uploaded later.

the only time they mention signal is when they explain they used linked devices to obtain signal messages. not SMS! if you lose your phone or whatever, and log in on a new device, your messages won’t magically reappear, they are lost, and all your contacts get a warning that your safety numbers have changed.

there is no pihole device, it is just a software you run on linux. you can run it on any kind of computer, desktop, laptop, raspberry or a cheaper SBC, even on old smartphones (but, due to it needing to bind to a port lower than 1000 the phone needs to be rooted first), even on your home rputer if it can run openwrt. but you likely want to have it on something that does not consume much power, because this will be running 24/7
